Dear Sir, I live in a 120 units mixed-use condominum on Main street. We have some handicap parking spot in the community area. If we can put 4 hours parking limited sign on the handicap spot? or how is the maxmimun hours for handicap we can enforce?

There is no time limit for handicap parking. At least according to the DMV
