I heard that if you were 17 1/2 you would be able to apply for your permit WITHOUT taking the permit test, the catch for this rule was that you had to wait untill you were 18 to take the behind the wheel test, is this true?

No you still have to take the test but those 18 and older do not have to do the behind the wheel sessions that are required for those under 18.
