I'd call it stroller possible with the jogging strollers that have the large bicycle type wheels and tires.

I am in this park a lot and have never seen anyone pushing a stroller on the trails. It is technically doable on some trails but would be pretty rough going. You may also encounter cows, dogs off leash, horse riders and mountain bikes.

The picnic sites appeared to be stroller friendly, I agree that the hiking trails would depend on the one chosen since some are steeper than others.

if it is very nice and very healthy to walk in this park but it does depend a lot on your desire to exercise

Depends. Some of the trails are steep, and some are not.
