I don't think other patrons would like to hear children during the trip and I don't believe they can do the wine tours. It would be very boring for them. Definitely geared towards over 21. I have taken my grandchildren aboard during the "Santa train" and they enjoyed that. I see people complaining if spending over $900 a couple, (Legacy) and have children playing or crying... Many go for "adult" time and special occasions.

There were children onboard when I visited, so it's definitely possible. I imagine the experience wouldn't be as fun though.
