Not sure about these other answers... Ive taken two cats and one dog there (all stray/lost) and it was an extremely easy and free process. All they ask is where you found them and your contact info. Then they take the animal and hold it for a few days (can't remember the exact time). If the owner doesn't call or show, the animal will be prepped for adoption. Edit: The total time you'll be there is 15 minutes at the absolute max.
They will argue with you and try to get you to say it's actually your animal and you don't want it anymore so they can charge you a fee and shame you for it. If it's sick/not adoptable it'll get put to sleep. If you're lucky and get a "nice" volunteer that knows what they are talking about, they might help you.
You don't have to pay and they do help you with any situation.
