If you have a good reason why you were not able to keep.the pup before you should be able. Most adoption places would rather you surrender the pup than have it relieved or abused. Thank to them it well worth a shot. In my situation I had to turn a pup over that was not mine it would put me over the limit for my area. Then when one had passed on I was able to adopt with no issues

The BEST option is to talk to them and explain the situations, and be honest about them. In my opinion, I don't think that would stop you from being able to adopt.
I would recommend being honest on the application. Life is constantly changing from one minute to another and sometimes things don't work out. For instance, getting accepted to housing that doesn't allow pets. Then 2 years later having your own home....There may be a little more work on your part, but consistency pays off. Good luck!!
