Need to know what to do neighbors dog had gotten out 4 times and charged at my kids and I every time and they stand there and barley say anything I don't have a front yard fence and he comes into our yard aggressive do I need to call police too

Call Animal Control. Everyone should be responsible for their Pet. Maybe when they get fined , they'l do something instead of just standing there.
