No you don't need an appointment. Just go to the VA at Fort Milley in SF. And go to Membership Section, gr. floor.

If you've never been to SFVA, bring your DD214 to admissions and eligibility. They should be able to help you get where you need to go. You could also call them and ask about where to get a VA ID
