VIN stands for Vehicle Identification Number. It is a unique sequence of letters and numbers assigned to each vehicle at the time of manufacture, like a serial number. It is found and repeated on various places throughout the vehicle. The inspection is usually done when a vehicle is brought in from out of state for initial registration in CA and also with theft recovery and salvage title vehicles.
