It is free to enter the base of the tower. It costs $8 to go up in the elevator as of 2018-05-05. There are no stairs up so no matter how motivated you might be, you still have to take the lift. There is one flight of stairs at the top that you have to take.
The lobby, I believe, is also free to go in. If you walk down the stairs of Telegraph Hill (the stairs lead up to Coit Tower), which is free, you'll also see the famous parrots of Telegraph Hill, which is really spectacular
To see the downstairs murals it is free, to go up the tower I believe it is $10 as space is limited only one elevator
