Always take public transportation to places like these...although it is convenient to have a car there's really NEVER parking or its VERY expensive
There is very limited parking at the tower. You can park below and walk up, or take the city bus to the top.
You can park along the street a little below the tower.
If I recall correctly, there are about 10 spots on site near Coit Tower. However, if you don't mind some stairs, you could park at the bottom of Telegraph Hill and walk up. You will pass by the famous parrots of Telegraph Hill, which is breathtaking. A few pet parrots were released in the area a long time ago and it blossomed into hundreds.
In 3 visits, I've never had trouble with free parking on site.
