I've yet to pay for any picnicking permits in SF, frankly was unaware that was a thing
Just do ask you please if the come toward you. Run for the hills plenty there in sF.
Not sure if you need a permit. I could be wrong but I saw many people come and go and all they did as so did I just pay for the metered parking on the street if any.
