Yes you can get golf carts there if you know the right people. I use them every nascar and indy race
If you are a competitor, golf carts are available for rental on mahor event weekends. This needs to be reserved prior to event weekend. If you are a spectator, shuttles are available from each of the parking lots.
It all depends on the event you are attending. Golf cart rentals are ul usually for competitors and you will need to arrange beforehand. Also will need to provide golf cart insurance. The larger events provide a shuttle service. Plan on some walking.
I think that for most events you have to arrange ahead if time to rent them.

No golf carts but the tram system is great.
Be there for the Shell Eco-Marathon. No golf carts but they used to have an shuttle from the parking to the track.
