Is there anyway we could take our own cars and run laps in other words is it open to the public?

Not without a Professional Driving Instrutor. Go to NASA Racing.com. It costs $695 for 1 day, 4 sessions

Sign up for instructive driving class and you'll get to drive the track. I'm not sure if you can drive your own car though.
