No, parking may be limited but it is a public park where you may enter freely. There are restrooms by the entrance.
No fee to enter the Park, I believe there is voluntery donation box when you visit the visitor nature center. They have some cool samples of birds and animal taxidermy to see. Nice to visit in general.

There is no admission fee or parking fee. A voluntary $2.00 per person donation is suggested. There are donation boxes outside the Interpretive Center as well as one inside when it is open on the weekends.
I've also seen many cars parking on the street just outside the park's dirt parking area.
