Is it a earn and learn apprenticeship? Or if I get in I can apply for an apprenticeship job?

Earn and learn. You can fill out the application at the training center and go through the interview and testing process and see if you're accepted, and if you are you will be given the job and an education. You can also go up to the union hall on the same street and fill out an application to be a CW and work at that until you decide whether or not you want to try be in the apprenticeship.
