It's owned and operated by the Bend Parks and Rec, which is a separate municipal entity from the City of Bend. It's a special taxing district with it's on rules and ordinances, in addition to the City of Bend or Deschutes County. I do believe it connects to adjacent federal, city, state and private lands.
