We recommend you make an appointment (for the Written Knowledge test) to guarantee you a seat, however, we can most often accommodate you if you arrive at least 40 minutes prior to the start of the test. An appointment is required for the Drive test.
The best way is to sign up for an appointment. But if you have to cancel I think they charge for that.
For a knowledge test it helps to make an appointment, because it guarantees your spot. If you want to chance it you need to show up at a minimum of 30 minutes early to get all the paperwork filled out. There may also be some things you need to do with DOl before hand and by making the appointment the front desk can walk you through that. For a drive test, yes you need to make an appointment.
