My harvey double hung will not engage the sliders. The sliders are all the way down. (I hired a cleaning service). Is there a trick? It's as the windows are locked. Any idea. Thanks.

Hi James, the cleaners may have knocked the window out of place accidentally. Example here: reference 'How to Operate & Clean Your Harvey Double Hung Window' on YouTube. You can easily raise the sliders by turning the cam that holds the window in place a 1/4 turn. WARNING: this will be under tension, press firmly when you turn and raise the cam.
