It is part of the Spokane parks and recreation department I don't believe that there is a cost you can call them

Yes. There is some paperwork and a few to have groups over a certain size at any city park. I think it's relatively cheap considering some of the other options. Just contact the City of Spokane parks department and they'll help you.
