Normally for tongue piercing we prefer the client to be more mature. If someone is irresponsible with an oral piercing it can lead to damage to teeth and gums. For that reason we normally will pierce a tongue around 16 and older, however you’re welcome to come in and do a consultation and it would be at the discretion of the piercer on duty. Not sure what the Oregon State laws are but I took my 14 yr old daughter to get her nose pierced for her bday and it was fine. Bring the child's birth certificate or passport.
