Check the forest service website and/or call the ranger station in the area, they will tell you everything you need to know about areas that are closed during certain seasons . Plus you can get permits from them.

The national forest covers a wide range of camo sites and hiking trails. There are no hours of operation but reservations can block off certain areas and campsites. The forest itself does not actually 'close' though.
There is a camp site located in the park. It's always open.
