Yes it is except for 2 weeks in September for cleaning and maintenance. It's not open Sundays though.
Call or watch their web site for days and times. Right now, due to lifeguard shortage, This pool is open to the public on weekdays, While Splash is open on weekends. But, yes, it is open year round with the exception of cleaning days.
