It depends on the current work load at the dealership and the day. The finance department handles refinancing and would also be dealing with other customers purchasing cars. They would also be working deals from the last couple days. A dealership is acting as a bank, dmv and retail establishment all at once. Just like the dmv or a bank it could take anywhere from 30 minutes to 2 hours.
