Yes, but they screen who they are willing to see and not see. It is not a walk-in clinic and the receptionist on the phone will ask you what your issues are. She's the gatekeeper and quite strict about it. Many people are turned away, and asked to go to SF General. You just have to call and see.
Yes it's really free, they saw me, gave me free medication and even helped me sign up for a medication that's usually 500 each at no cost to me.
