No I don't think you get local discount but I got my tickets from my job. You may want to do the same and see if your job offers discount tickets. The tickets from my job I could use them whenever I wanted.
Not sure about local discount but u decide when u want to go, not sure about having varying dates.u can always get a Season pass and go whenever that tear
There are Sevier Co. Days which have already passed this year. You can also buy tickets for certain days ahead of time, but I don't think you can buy a ticket and just go any time with it. They do that in order to monitor park attendance.
