Yes, they do. We were there last friday which was a school day and there was no one there. Fastpass was a waste as we got off the ride, and basically walked right back on. Weather was also great so that wasn't why it wasn't busy.
Yes Dollywood does have a fast pass,when you get to the ride you want ,you get to go in front of everyone else,there is a upcharge for it
You can get a 10 ride fast pass or unlimited for about $10 more
