We had that same problem. Just have to keep trying until it finally frees up.

Emailing is better. But, have you tried calling the resort desk/concierge?
It's a Staffing issue, if you live nearby, it's best just to visit Guest Services at the Park, they're very helpful and friendly. We had the same issues on the phones, E-mailing might help or keep trying if you're not close enough to visit the Park.
They are there, probably just busy from all the people calling to make reservations.
Try to email them too
I do believe that they are seriously understaffed right now your best bet is to try right when they open and keep calling back
