I have a very tall Cyprus tree. My neighbor would like to trim the tree at the top because they feel it might be top heavy and fall in a strong wind. It also blocks the sunlight. Can I trim the top of the tree without harming it.

Yes, technically. Rule of thumb is to go slowly with the cuts and do as minimal as possible each time until you reach your desired shape. It's recommended to do it right before new growth begins in the spring time or whenever a dead branch is seen.
