It is a nightmare. Online is expensive cause they charge you for mailing it to you..plus a notorized document saying you is you. Los Angeles County Hall of records is closed. Even the offices they have posted on the wall that we can go instead are closed. And the numbers disconnected!! On top of all this parking around is 25.00 dollars for less than 10 minutes, They won't tell you the offices are closed to the public.
