It can get very dark. Im not sure if they have any guides who can tour with you and describe the exhibits but there are definitely exhibits which would be fun with a visual impairment like the touch tanks.

Yes. Some of the fish need darkness, so there is black lighting to allow you to see them. Other areas are very well lit to show off the colors of the fish.
In most areas it is dimly lit. The tanks however are lit fairly well
