Yes, it is completely indoors apart from the outside view of the penguin enclosure. The main part of the penguin enclosure is inside, only a small fraction is on the outside.

Yes, it is completely covered. I have been several times. The last time i went was Christmas day and it was cold. We had to carry our jackets, or they have lockers that YOU can lock jackets and stuff you don't want to carry up until you finish touring.
The only outside part is the penguins play ground. There is an indoor and outdoor pool for the penguins though so if it is raining you will still be able to see the penguins.
Yes, 100% inside. But a lot of shops & eateries surround it, nice place to walk around & enjoy
