I have contacted Pacific power about a dead pine tree three feet of a power pole(that is split from the bottom up and leaning heavily )they sent out a guy from trees inc. He looked and said to call somebody to cut it down. Is it my responsibility?

You can call the Public Utility Commission and ask for someone who works in the Safety Reliability and Security Division, Electric Safety.
