It's not illegal, just inconvenient.
I don't believe it is legal. I am under the impression that they would be fined for every day it is or has been out of order.
We have a major homeless problem in the area. As they use the public restrooms they end up destroying them. This has led to many businesses here not allowing customers to use their restrooms. They have the right to only allow employees to use their restrooms. You'll just have to get used to the change, inconvenient or not.
I wonder if it is another effort to deal with the Homeless ? That's there excuse for locking the door that leads to the elevator. That was the answer I got when I asked.
