It's the annual club maintenance fee. You'll only see that once a year.

It's $10 a month and then there's a yearly fee. That should be the $39. It's a once a year fee so it shouldn't show up again. That might also be a sign up fee though because the yearly fee usually comes in March/April. Either way it will be a one time charge.
