You have to go to or acquire your birth certificate from the county you were born in first with that then you can get your other IDs. You need this first. And no to your first question, otherwise every illegal could get one as easy as peezy.

I think you'll need to go in person to your local office with a birth certificate or something maybe a utility bill with your name and address on it and just see what they tell you.Good luck
