There is literally an entire area geared towards young children. Including a Daniel Tiger stage that has a show every 45min starting at 230 (last is at 445pm). Almost all kiddie land rides do not require a adult ride-along. Check out Daniel Tigers Neighborhood, Raccoon Lagoon, and Storybook Forest for the rugrats.

I would say 90% of things they can ride.
There are a few things you can't like the roller coaster, wild mouse and the big water slides in Soak Zone but most of the rest of the park is geared toward the little ones.
