Unfotunately, yes, I believe so. I would call the park to double check, and if not, at least express to them your disappointment. But I'm pretty sure they don't offer a cheaper ticket for non-riders.
I'm a grandma and don't ride many rides, but it's still worth admission just to enjoy Mother Goose and enjoy the magic through the eyes of my grandchildren

Thank you! I have always thought this was ridiculous for all parks, considering they would probably make up the ticket price when you are purchasing food and such. Some people just can't ride!
