Absolutely! My little girl was only just over 1 when she started being able to ride things in Racoon Lagoon. There's Daniel Tiger attractions, and many other kids places there (The baby area in the Soak Zone, Story Book Forrest, the Jumpin' Jungle and a few other rides around the park too). Last year, taking my 1-year-old, there was enough to do to stay busy all day from open to close.
