Is there a barking dog ordinance, if so what is it?

i was told by the enforcement officer that there was and my dogs could not bark in my own house i was fined 4200 dollars and had to give my 7 dogs away because the neighbor the next streetbehind me complained she could hear them all day. im retired so im home with them and i don't let them bark all i got was you cannot annoy your neighbors so be careful
