I would say you'd be safe. Crime happens, but I've never felt threatened or unsafe in town, even with my rambunctious two-year-old.

I think that an elderly lady would be fine. There is crime that happens but it's a lot less than most places. My grandma is 93 and she has lived alone in estacada for 15+ years and she has never felt the need to worry about her safety.
