I did a soccer warm up there. You are allowed to play soccer. You can walk your dogs, I don't know about the play part though.
Yes, but they must be on a leash. There's also usually a lot going on in the area, so if your dog gets uber excited or adventurous, you may want to keep an extra eye on him/her.
