In that no one will ever answer the phone at any Lowe's, how would I find out if the store has a key smith, to re-pin some locks that I bought a bit ago when neither store in Salem had someone who could do that.

I haven't personally had this issue, but I am sure someone would be able to assist you with re-pinning your locks.

At Lowe's we only do key cutting. I'm not sure if anybody who can repin locks besides maybe ProBuild or A & E safe and alarm

I have had a key cut at Lowe's and it worked very well. A sales associate noticed I was looking for something and assisted me in finding the key cutting station. He even actually cut it for me. So yes, I was happy with their service!
