US Grant Hotel is 2 blocks away, we valet our car there when we go to HOB San Diego. You should be fine staying there. *edit* forgot to add if going to a concert at HOB, make dinner reservations 2 hours before doors open. You'll get pass the line passes which lines up outside by the box office about hour before. Ask your server for details. You'll be able to get right up front row if you do...and wear ear plugs, you'll thank me later.
The local is a pretty simple bar for women. It's got booths/tables you can meet at. The neighborhood is not bad like it was 20 years a go.
