Definitely fenced.

Yeah it's fenced and the last time i was there they even had poo bags.

There are two double-gated entrances and the main play area is fenced completely. There is an unfenced mulch track around the play area and a large treed area also without a fence. The school next door also has a large grassy area people play in that is separated by a fence with an opening. Lots of room and very sunny in the dog park.
