Yes, you can. Bike would be better.
The park is on the east side of town. The beach is on the west side. You could walk to the beach but it's a pretty good distance. I would guess at least a couple of miles but it's paved streets / sidewalks so not like hiking on a dirt trail

You will need to drive. There is a very nice black top trail from Ave U heading North or a few miles. Great for a bike ride also. Enjoy your visit to Seaside TT
Soft sand makes it tough but half way there is the Discovery Trail. Fun to bike on. You can drive to and on the beach from a road near the resort.
