Well, you should give the puppies to Humane Society Polk County, I don't see a better place for them.

They will help with food if that is the issue to keep them with their momma. But they will also intake them once they are old enough.

Give them a call... If they can not intake them, they will have resources/contact information for private rescues and foster homes. You can also private message Suncoast SPCA on Facebook. It is located either Tampa or Pasco County, but they will also have information to help you.
