Hi Jennifer. Unfortunately BBB only helps with consumer reports. I would try to contact the L&I again to help you with this matter. If you don't have any luck, try the Washington Attorney General.

Do you have a Consumer Affairs Office in your state? You can always call your state Government office and ask them. What you have explained in your question is illegal activities at your place of employment. I hope this helps. Let us know with another post .
