You could try the humane society of Pinellas, they are a no kill shelter
You could see if you can get assistance from SPCA or the PCAC for food and vaccines, or, as a last resort, surrender the puppo to the SPCA. I hope you can find a way to keep your pup though. If necessary, go to Walmart and get a big bag of cheap food. I spemd $20 on a 30lb bag of cat food that lasts her forever. I know dogs eat a bit more, but whatever you can do to stretch each dollar counts.
Call the SPCA or even Animal Control. A lot of times they'll help you with food.
