Dress according to your occasion. Typically business casual is sufficient but you will see a lot of people do dress up when they go to the restaurant. The bar is more casual if you intend to go there instead.
Its Portland, jeans and plaid are universally accepted.... granted you'll probably want to dress up a bit since Portland City Grill is really nice and pretty classy.
There is no official dress code that I know but business casual or better seems to be normal.
